For Selected Message Flow Not Showing in Teams Channel

I created a "for the selected message" flow following this guide. I am now able to see and trigger my flow from the "More actions" menu of a Teams message.

None of the other members of my team can see or trigger the flow.

What I've tried/checked so far:

  • Confirmed the flow was created in the default environment
  • Confirmed the Team is listed as a flow owner
  • Confirmed the Power Automate Actions app is enabled

I've also tried explicitly adding a member of the Team to the flow owners list, but it still doesn't show up.

Any idea what's going wrong or what I may be missing?

    The Actions app is enabled in the Teams Center and everyone has the correct license. Ultimately, I was able to resolve the problem by removing and re-adding the Team's group as an owner. Everything is working now.

    In case anyone finds this years after the original thread posts, I hit the exact same thing. We finally figured out that all Teams members have to have a Power Automate Premium license in order to see the workflows created by the original author (who also has a premium license). https://www.microsoft.com/en-us/power-platform/products/power-automate/pricing Nothing makes this apparent. Really frustrating. A typical exasperating Microsoft configuration rabbit hole that is missing the key piece of information.

    Note: One way to get the premium license is to go to flow.microsoft.com, create a workflow off the "Create an Azure DevOps work item from a message" template. Edit it and get to the designer screen. Click the Save button from here. You should receive an error message that you need the Premium license and there will be a button or link to create one from there. As of this writing, it doesn't require a credit card and is super fast. You will then be able to Save the workflow. And with luck, your other workflows will now be visible to the user who just went through this process of obtaining a Premium license.
