Does the visual studio 2015 community license apply if I compile a library for use in a project not developed in visual studio 2015 community

Hello,

Does the visual studio 2015 community license[1] apply if I compile libogg (https://github.com/xiph/ogg/issues) with visual studio 2015 community and then use it in a commercial project that is not compiled with visual studio 2015?
I.e. libogg provides project files for visual studio 2015.
