How do I restore all my accounts in authenticator app?!

My phone was hacked and was reset to factory settings remotely. Now I have reinstalled the authenticator app and logged in. But the list where normally all accounts are is empty. You can import accounts from chrome. But I don't use chrome but firefox. And I am not registered with gmail but with a hotmail account. Now when I try to log in to one of my emails, a notification is sent to my authenticator app that I have to approve in order to log in.
Only I can't give this approval because these accounts are no longer in that list.
So there has to be a backup somewhere or some way to get all your accounts back in your authenticator app. If you log in with an email address, in theory all your accounts should be there. so this is not the case. So how do I regain access to all my accounts?!

    You can restore from backup (assuming there was one) but make sure no accounts have been added to the newly install app. Then sign on with recovery account to do the restore.

    You can recover your account credentials from your cloud account, but you must first make sure that the account you're recovering doesn't exist in the Microsoft Authenticator app. For example, if you're recovering your personal Microsoft account, you must make sure you don't have a personal Microsoft account already set up in the authenticator app. This check is important so we can be sure we're not overwriting or erasing an existing account by mistake.

    The authenticator app is nothing more than a code generator. The phone reset broke the link between the two. You'll need to use the service provider's methods of account recovery.

    I do not really understand. my english is not well. i have install authendicator app and login under option restore backup account. i login on that way but the list is empty. i don't know how i do recover my accounts in it

    The strangest thing is that whichever account I want to log in. an approval is sent to the authenticator app. but cannot give that approval. I don't see an option to recover or anything. If there were no backups, wouldn't you be able to send anything? it may indeed be established that it was done via the service provider's methods, but how do I get it back?! or restore it?! the point is. i can login to the accounts but than i have to must sending a code to my mobile phone numbers. but after 5 codes becomes i am a message, you have get to much codes, wait 24 hours. that is horrible. The problem is that everything is login without password.
