Is there any policy generator Tool in azure?

To create an Azure Policy Definition, I need a tool.

The Policy team is working on various developments to improve the custom policy authoring. Hi

There is no such tool .
You can assign policy assignment from azure portal. by typing policy in top search bar of portal
make sure you have policy contributor role for managing policy
If you have multiple subscription - where you are not owner in all subscription - and you are deploying DEPLOYIFNOTEXIST type policy - please assign User access admin role also.
