You can use powershell from the server side:
Export outlook 2013 rules?
Hi,
I already look for this problem on the web and very frustrating not found the answer
How can i export & import (to Office 365) the outlook rules via scripting or anything else without user interruption (automated).
I found an article here -> https://social.msdn.microsoft.com/Forums/en-US/acffeb40-348a-4032-8424-c6ac5b6a748d/scripting-export-of-outlook-rules?forum=ITCG and it said that there is no possibility to do this kind of work.
Regards
Rudy

Welcome to our forum!
You can export Outlook rules set as its own file. That exported file can then be imported into an Outlook installation on another computer.
More detailed information see this link: https://www.howtogeek.com/240673/how-to-export-and-import-rules-in-outlook/
