Can Power BI serve as a PPM Dashboard to Azure DevOps instead Project Server 2019 (PPM)?

Question

Hi,
I'm consulting to an organization which considers to "go Agile all the way" and manage all the project in Azure DevOps (while today only dev projects are managed there, and others are managed in MS Project Professional).

They also need a Portfolio & Project solution to have "Ideation Management" (=Demand Management), Resource Management, Portfolio Dashboards (including interfaces to other organizational systems such as the budget and ERP).

My question is - Can they use only Azure and deploy Power BI only to have the portfolio dashboards, resource management control - all of that without buying Project Server-PPM solution?
or the PPM is a must? and why?

In other words- what will be the added values of a PPM layer between the Power BI and the Azure DevOps?
