How to register the assembly "FluentValidation" to COM Interop?

Question

Initially my problem is that I've getting a 429 run time error when running my application in IIS. But everything is well when in debug mode.

So in the Compile Tab, I ticked on the Register for COM Interop checkbox. But when I'm publishing the solution, I'm getting below error.
