Azure File Sync Date Policy - Heatstore

Good morning, everyone,
I have configured afs on a windows server 2019 and an azure file share. The agent installed is version 15. After the installation where I had to specify a proxy, do the first sync, everything went correctly.
Now I want to enable cloud tiering but only via date-policy.
I then left 0% of the desired free space always.

Doing some checks I notice that cloud tiering despite being enabled files older than that specified date (365 days) do not go into tiering.

I then tried verifying via the Get-StorageSyncHeatStoreInformation cmdlet the synchronized volume and an error appears, as if the heat store was never generated.
In the event viewer I am informed that the object does not exist.

In your opinion can the desired % free space affect and should it be put at least at 1%? I have not found any documentation about it and how to solve this problem
