Unfortunately, the region that you try to deploy the service has capacity issues could you please let know the region where you're deploying so that we can check internally with product group team to see if they can increase the quota or as an alternative you can try deploying to different Azure regions.

I'm not sure what you meant by the official solution. There may be temporary compute restrictions on resources in your selected region for your subscription type. All you can do is either log a support ticket and query this (they may or may not be able to give you an allocation) or else deploy to another Azure region.
