Hi, we have intention of setting up new management forest with various products inside to manage/monitor 3 production forests (MECM, SCOM, PKI ...). Is there a way of providing fully redundant (HA) environment with "passive instances" in Azure to be used if something happens to on-premises environment (management forest)?

Yes, this is possible, you have two options. To plan for a live HA that will balance with your On-premises and other that is planned as disaster recovery and will need to be started when On-premises instances fail, thus saving in costs as will only run when required.
