After turn off ms edge SmartScreen Option, Is it correct to output a warning unconditionally?

When this option is turned on and downloaded (A.exe), no warning is output.

cuase the speed is too slow, I turned off the option and tried download the same file. (A.exe).

then warning message about device damage is output.

If the option is turned off, is it correct that the verification process is skipped and a warning is displayed unconditionally?

    I have made tests with SmartScreen turned off. According to my test result, the warning will always display if SmartScreen is turned off. I think that's by design for security reasons.
