Is the newly installed exchange not working or is it that it worked fine but suddenly doesn't work? Did you do anything?
Based on my search, there are several solutions:
- use a different browser
- install pending server updates
- reinstall updates
- check resource allocation
- update server configurations
- recreate virtual directories
- repair exchange server
