Cannot create subscriptions under new tenants & cannot delete an old tenant

I cannot create subscriptions under new tenants, nor can I delete an old tenant that was created in 2014.

My Microsoft Account's primary alias changed since that first tenant was created, and I think this has had a negative impact. Something seems wrong with the relationship between my Microsoft Account and Azure Portal. In 2014-ish, Microsoft allowed personalized/custom domains in Outlook.com. Since that time, I changed my primary alias to one with an outlook.com suffix.

I want to delete TenantA, but somehow, this seems to be a "master" that I cannot get rid of. I have tried switching my primary alias back to the original in 2014, but that had no effect. I've got all green checkmarks for deletion, there are no Resources, and I'm a Global Admin. No matter what I do, I cannot delete this Tenant.

If I try to Add a Subscription while under TenantB or TenantC, I am told, "In order to view your eligible offers, please click here to switch your directory to Tenant A". This makes no sense, as I'm signed into the Azure Portal under my Microsoft Account as the person who created the Tenants. Why can't I add a subscription under my new tenants?

    Hi Raymond,
    Have you tried opening a support ticket with Microsoft?
    It’s possible this is a backend issue that they will have to investigate and assist you with the deletion.
