What does the "Tunnel Total Flow Count" metric mean?

What does the "Tunnel Total Flow Count" metric mean?

In our VPN Gateway we see the Tunnel Total Flow Count slowly increasing, for a few days, and then dropping for a few days, and then increasing again.
It seems to reach 100k (5 mins) and then start dropping.

What does this metric mean?
Why would it slowly increase, reach a max level, then decrease in cycles?
How can we fix it?

Just to add a small comment on this. This flow counter could be related to encap/decap packets/bytes increment counter.

Thanks for that, what is a distinct flow here, in relation to a tunnel?
Why would the number of flows increase and decrease like we are seeing?

Sure I might answer that as well.

Now you need to check both tunnel termination endpoints and check counter at the physical interface as well as the Tunnel interface. Also, check authentication issue or congestion, memory available and so on...
