If 2016 mailbox servers have licenses, it is enough that you purchased one Exchange 2019 Standard license. That's all.
Exchange CAL License for Edge Transport Server 2019
My existing infra have Exchange 2016 mailbox servers, we do have Exchange 2016 Enterprise license and User CAL for Exchange 2016.
Recently we installed one Exchange 2019 Edge Transport Server into the environment and subscribed the edge subscription to our 2016 mailbox servers. We have purchased Exchange 2019 Standard license for the server but would like to know if we need to have User CAL License for Exchange 2019 as well just for Edge Transport Server usage?

2022-07-18T11:19:08.953+00:00 Meaning that Exchange 2016 User Cals will be sufficient for Exchange Edge Transport 2019 server? From the URL you attached I don't see any information stated if we already have 2016 Exchange user cals in place then we do not need 2019 Exchange user cals.
Each Exchange client that can use the mail server must have a Client Access License (CAL). You can purchase licenses “per user” (Exchange Server User CAL) or “per device” (Exchange Server Device CAL).
You are using a user based CALs and I think that is enough now.

As @T. Kujala said, you have purchased Exchange 2019 Standard license for the server and have 2016 Exchange user CALs, that is enough.
