Welcome to Microsoft Q&A forum.
If you want to use the Community version of VS 2017, then I’m afraid, you can only download and use the latest version of VS 2017 Community(there is no previous version resource of VS 2017 Community).
If you want to use the Professional/Enterprise/Build Tools versions of VS 2017, then you can check this doc: Installing the earlier release. But as you can see, only 15.6.7, 15.7.6 and 15.8.9 versions(version 15.0 is also available here) are available.
So in short, the specific version of VS 2017(15.9.25) is not available.
