Cannot activate xbox developer mode

Question

Hello, I’m a windows forms/UWP app developer. Id like to get some skills in developing Xbox UWP apps.

I'm unable to activate dev mode on my xbox. The console gives me an error 0x8015963D. The website app (aka.ms/activatexbox) gives me "access restricted" error. However. that's not all, if i click on "For assistance, please contact support" link, there's a blank "mailto" portion of the link. i.e. i cannot contact Microsoft's support regarding this issue.

Ive already spent 20 minutes talking to Microsoft representative on chat. Then we've made a call, operator, asked me to wait on the line, and after 5 minutes, the other person just hung up. (what kind of customer support is this?)

Anyway, my question is this. who can i contact to give me back access for the "Xbox devices" tab in my "Microsoft Partner Center" account ?

You could try to do that via the hidden developer settings menu. Please go to Settings > System > Console Info > Press LB RB LT RT > Developer Settings > Developer Mode.
