Why does Windows Update from version 1803 to 1909 keep failing?

I'm working on a laptop that is running Windows 10 Pro version 1803 (OS build 17134.1345) and continues to fail when trying to update to version 1909. It appears to be installing the version upgrade and then prompts to restart. When it restarts, it goes to the Installing Update 0% screen and then quickly restarts again with a message "Undoing changes made to this computer". It eventually comes back to the login screen and nothing has updated. When I look at the update history, it shows the error message "Failed to install on <date> - 0x8007001f"

I have tried updating all drivers, BIOS, firmware, etc. that I can through the HP Support Assistant and HP Image Assistant tools and running the Windows Update Troubleshooter does not help resolve this either. The one critical driver that will not update is the Intel(R) Management Engine Components (current version: 11.0.0.1153, and wanting to update to version 11.6.0.1045). I do not know if the 1909 version update is failing due to old system software/drivers or a different reason.

I ran the PowerShell command "Get-WindowsUpdateLog" and I have a log file available if that helps diagnose the root issue (see attached).24281-windowsupdatelog.txt

Any help in reading the log file to know the root problem or suggestions to resolve this would be much appreciated.

    Have you tried to perform an update by using the Windows 10 Update Assistant?

    With regular updates I have ran into this problem, the solution has be to clear out Windows update history: https://www.tenforums.com/tutorials/86709-clear-windows-update-history-windows-10-a.html

    Hi,

    Where did you get Windows 10 1909 ISO image? I checked your log file and find it is a third party website, right?

    Would you provide error capture after run Windows update troubleshooter?

    We could run command line below as admin to repair corrupt system files at first.
    DISM.exe /Online /Cleanup-image /Restorehealth

    Then make sure all drivers are update if not it would cause upgrade failure, and disabled third party antivirus software and firewall.

    After that download ISO image (Windows 10 2004) from Microsoft ISO download website, and install it manually to upgrade. But for Windows 10 1909, we can't get it any more unless we subscribed Volume Licensing Service Center (VLSC) and download it from there rather than use a third party website image.

    If the issue persists, please check if any error codes recorded in the Event Viewer(Windows Logs\Applications, Setup, System).
