Unfortunately it is a service issue
you can search in Service health in Azure Portal
Database connection issue: Cannot connect to <>.database.windows.net. *Need Support help*

Database in West Europe
Unable to connect with all applications and SQL Tools
No changes to any apps etc. checked basics such as credentials, networking etc.
