Azure services seem to be down in West Europe, I'm experiencing a connection timeout error with app services and SQL database.. kindly look into it

The services is down and you can validate the status in service health

The outage issue for Azure SQL Database in West Europe region has been mitigated. You can try connecting to them and please let us know in case you face any issue.
