Migrated VM(s) will not boot / inaccessible

I have tried to migrate the following:
Windows Server 2016 VM
Windows 10 VM
In both cases everything looks to go OK and I select the "Test Migration" option. The test migration completes but I have not been able to connect to either of the VMs using Bastion.
I created a public IP address for one of the VMs (windows 10 VM) and tried to connect via RDP but that could not connect.
I suspect that the VM is not booting.
Am I right in thinking that I should be able to connect to a VM migrated with the "Test Migration" option?
Is there anything else that you can suggest?

    Hi, there's a number of recommended steps you should perform before you migrate in order to ensure you can access your migrated VMs on Azure.

    Have you checked the boot diagnostics in order to verify successful migration?
