Can I own AI Program I Built on Azur AI

Question

Hello! I want to build a custom document processing AI for a different language. I wanted to know if I could build an AI within the U.S., and download my AI program on my own machine so I may use it for my company in Africa to process documents. In other words, could I own my own AI that I built on Azur on my personal machine?
