@David Nieto Thanks for posting in our Q&A. From your description, did you mean that you want to use intune to manage iPads? If there is anything misunderstanding, please correct me.
Based on my experience, the devices are not enrolled to Azure. They are joined to Azure AD and enrolled to intune. The enrollment methods are listed in the following article:

Only the Automated Device Enrollment (ADE) needs Apple Business Manager.

When the devices are enrolled to intune, intune will mange these devices and manage apps. What intune can do is listed in the following article:
