I heard that

"Many resources can be moved between Azure resource groups with some services having specific limitations or requirements to meet"

If I search for the Azure resource moving limitations, I'm unable to find any information.

I found only specific like Subscription, Resource groups limits which are:

Moving resources isn’t as much an issue with the resource group as the resources within the group.
Each resource type may have different limitations based on what its function is.
So unfortunately the answer will depend on the specific resources you’re asking about.
