Your post is very unclear and without any context; impossible to help.
Where and when do you get the error message? We need more details.

I deleted the old version of SQL server and cleaned up instances. After that tried to install the 2019 SQL server developer; at the end of the installation, this message popped up, and the process stopped.

    Hi @Olena PETRIV ,

As the error message indicates, the problem appears to be related to a previous installation failure and the registry.
Please note that this method cannot be used if you have other instances on this computer. This method will affect all instances of SQL Server.

    1. Go to Control Panel/Programs/Programs and Features to remove SQL Server and its components.
    2. Back up the registry.
    3. Delete the following entries in regedit.
      --HKEY_LOCAL_MACHINE \ SOFTWARE \ Microsoft \ Microsoft SQL Server
      --HKEY_LOCAL_MACHINE \ SOFTWARE \ Microsoft \ MSSQLServer
Go to --HKEY_LOCAL_MACHINE \ SOFTWARE \ Microsoft \ Windows \ CurrentVersion \ Uninstall to remove all child entries that reference SQL Server
Go to - HKEY_LOCAL_MACHINE\ SYSTEM\CurrentControlSet\Services to remove all keys that reference SQL Server
    4. Delete all SQL Server folders in your computer (by default in C:\Program Files\Microsoft SQL Server).
    5. Restart your computer. Then run the installer as administrator to install again.

    Best regards,
    Seeya
