Is their a limit on number of cdns that can be created in an azure subscription

As mentioned by @Andreas Baumgarten , you can check the Azure subscription and service limits doc for more information on limitations of all Azure services.
The number of Azure Content Delivery Network profiles that can be created in an Azure subscription is 25.
