If you want to use native apps on android fully managed devices, it is suggested to try to deploy Android Enterprise system apps via intune.

Based on my research, this issue is related to QR code. The default QR code doesn't include system apps. It is needed to edit the QR code and enable system apps. For more details, please read the following article:
