Buy Windows Server 2019 License, Understanding CAL ?

Hi,

Where can I buy Windows Server 2019 Standard Edition License in the UK. Am I understanding correct Microsoft does not sell license except through their channel partners ?

Also can someone explain in simple English how does the CAL work. Is the "User" in the CAL the Administrator (So if I have 2 Administrator accounts I need to pay more" ?!
