Before enrolling android devices to intune, please make sure if Android Enterprise is available in your country.

Based on my research, China is not included in it. So, we can use Android device administrator enrollment method to enroll android devices in China.

As Jason and RahulJindal shared, we can install company portal app via Baidu App Store.
