Cant create cosmosdb serverless account

Across several subscriptions in UK South, UK North, West, North EU, we can't create a CosmosDB Serverless instance, we get capacity issues, however this is a SEV A, all customers affected and we can't deliver our Saas platform service and the Azure Support request AI doesn't allow us to raise a ticket, how can we track and ensure we can at least create something somewhere even temporarily, despite data custody issues it might raise.
When might it be fixed? Increase capacity for sure, but how long, a day, weeks? never? it's been retried over 13 hours, and there is no incident or service health issue. This SHOULD be raised and posted as a health issue so we can ALL see when the system is DOWN as no capacity to provide new resources is a critical problem.

Any help or guidance on how to track and mitigate resource depletion would be appreciated.
