They need to have an account for that, either a regular user account in your tenant or Guest user that's invited. As for the app, they dont need to have it installed and can use the browser client if needed.
Can meeting attendees join teams and channels without downloading the Teams app?
I am hosting a public meeting on Wednesday, and I understand that some participants may join the teams meeting by phone or by using their browser. Can I invite these participants to a team, and have them join a channel for a breakout room discussion, without having them download the Teams app?
