Use Actionable Message Designer and do not add action set directly. Use a new blank card to create just the action.http and copy and paste the code in your actionable message code. It worked for me.

When using version 1.4 of the Adaptive Card schema for creating an actionable message in outlook, the action.Html action button does not show in the email. It works fine in version 1.
Does anyone know of an example of using action.Http successfully when version is set to 1.4 for an outlook email message.

I dont think Action.Http works with anything beyond version 1.0. It is sorta noted here in the FAQ: https://learn.microsoft.com/en-us/outlook/actionable-messages/actionable-messages-faq#i-have-upgraded-the-adaptive-card-version-from-10-to-14-and-my-action-buttons-have-disappeared
They say to use Action.Execute but I haven't been able to find any example of Action.Execute being used to send an http request.
Overall its a bit disappointing.
