An administrator may reset the PIN now - ain't that enough? Users can only change it (old PIN is required). The recovery key is not meant for changing PINs.
Bitlocker Recovery & Changing Bitlocker Pin

Hello Everyone,
I have a user who had to utilize a Bitlocker Recovery key because they couldn't remember their PIN, a recovery key was provided to the user and they were able to get into Windows, they now want to change their Bitlocker PIN, but when they attempt to change it, it's requesting their old Bitlocker Pin, which they obviously don't have. Can you use the first 8 digits of the recovery key as the "old" Pin in order to change the PIN number? Or how can we go about changing the PIN? Supporting Bitlocker isn't something that I'm overly familiar with, so I'm trying to help this user to the best of my ability. Any input would be greatly appreciated.

In that case you will need to run CMD with elevated rights and run the next:
manage-bde -changepin C:
In this option it will not required the Old Pin as for the standard user.
