I am testing Windows 10 Multi-user as a possible solution, but I am only able to get up to 2 concurrent sessions. I have increased the size of the VM to up to 4 times larger (vCPU and RAM) with no positive effect.
What I'm specifically looking for is up to 5 simultaneous users logged in on a single VM. Everything I read indicates that this is possible, but so far I have not been able to prove this true.
Suggestions?

This isn't exactly relevant to the Multi-User edition. I'm in the process of trying Windows 11 Multi-User to see if the behavior is the same.

The problem I was having was due to using RDCMan and having the "connect to console" option checked for all users. Once I unchecked this, all was well.
