outlook delay stopped working

Hey So i am asking this question on behalf of a co work, but she is a assistant and she manages her directors calendars and other stuff like that in outlook when she sends her calendar invite on behalf of her directors it doesn't use the rule but when it is just hers it will use the role she would like to know why it does to because it used to work with both and would like it to work for both. also when she send invite to directors VPs and other leaders and later that day or following day I need to add someone else to invite, outlook should ask.... Send invite only to added participants or to all participants? But it does not ask.... it resends to everyone again is there away to fix that?

I have tried removing outlook have removed rule then added back no change also outlook.exe /cleanreminders and other command lines still no change restarted closed also removing rule then restart no change. rule works if she is sending calendar invite for her but when she tries to send on behalf of her leadership (calendar invite) it send right away like the rule was not there she said it was working then the day after daylight savings it hasn't done it since. and also said it has worked for 8 years

    According to my research, Outlook stops prompting and automatically sends Meeting updates to all attendees is a known issue, it occurs due to the new calendar sharing improvements is enabled.
    In addition, it is also the reason for the delay delivery rule not working,

    For information about the new calendar sharing improvements in Outlook for Windows, see Shared calendars updates in Outlook for Windows

    To workaround, turn off the new calendar sharing improvements:
    File >Account Settings >Account Settings.
    Select the Microsoft Exchange account that you use to manage someone else's calendar and choose Change
    Choose More Settings, followed by the Advanced tab.
    Clear the checkbox next to: Turn on shared calendar improvements.
    Close and restart Outlook.

    With you saying that will that make so she could send calendar invites on behalf of her directors with the 1 minute delay?
