Open start and search for cmd or Command prompt and right click and run it as administrator and then type the following command:
sfc /scannow
Press enter and let it runs and see what the result is.
No Windows features.

Hello Users,
I really need to enable WSL for Docker and other stuff.
But I can't because the turn Windows features on or off window is empty:
I tried everything and even dism++ shows that there is no features:
Do not ask me to do a dism or sfc scan, I tried it so many times!
Please help.

2022-08-09T00:58:18.143+00:00 While windows may have some inherent flaws, it shouldn't just self-destruct out of nowhere. What happened to this machine? Did you have a hard drive crash? Did a major update get interrupted? Something had to occur.
If DISM and SFC won't work, then you have a major problem and there is no way that we forum users could give you a quick fix.
You might want to check for errors in C:\Windows\Logs\CBS\CBS.log before proceeding.
Assuming that you don't want to reinstall your applications, you can try an in-place upgrade. I have not personally tested this, so please understand that this is one of those "use at your own risk', 'no warranty expressed or implied' situations.

In Start Search type Services.msc and hit the Enter key:
Locate Windows Modules Installer
Right click > Properties > Startup type Automatic > Service status : Start
