As per my understanding you would like to understand why there is an Event hubs namespace created when you deployed Microsoft Purview account in Q1 2022 and why it is not created in the last weeks deployment.
Could you please elaborate in detail on what kind of deployment have you followed in both instances? Have you created through portal or using ARM templates?
As per my analysis, the creation of managed event hub namespace will be disabled by default (it is optional) if we create new Purview account in Azure portal and you can choose to enable the optional Event Hubs namespace by selecting the toggle, but it's disabled by default.

However, if create the Microsoft Purview account by ARM template (API version 2021-07-01
), it will create managed event hub namespace by default. But you can leverage the new API version to disable ManagedEventhub 2021-12-01
instead of 2021-07-01
