Looking at the file info it was likely superseded by some newer update. I'd check the file version on system versus version reported in KB, if system has newer then the hotfix is no longer applicable.
Edit: looks like it got replaced ~10 months later.

Thanks for your assistance. It's for an old sever that doesn't have many updates installed. Installing all updates would have been the next thing to try but fortunately @Limitless Technology found the update we required.
