At the same time, I have installed windows10sdk10.0.19041.0, but I cannot open the device portal and the device discovery switch. Since your OS is Windows 11 there is an updated SDK for you https://developer.microsoft.com/en-us/windows/downloads/sdk-archive/

Also, have you downloaded the Debugging Tools for Windows? Those are here: https://learn.microsoft.com/en-us/windows-hardware/drivers/debugger/
