Azure Backups Not Completing

Hello!
I have a VM running on Windows Server 2019 that I'm trying to get backed up on Azure.
I have 2 backups set up, a files and folders backup and a system state backup. The files and folders one is completing, but with warnings. Most of the files on the failed file list are from the WinSxS file, and I'd like to have them backed up, so I don't want to add them to the excluded files list. I have run system file check, and made sure everything is up to date, but I'm not sure why these files are failing.
The system state backup is failing outright. It says that it has failed due to system file errors, which I imagine are connected to the files and folders backup issue, but I have run system file checker as suggested and it doesn't return any errors or problematic files.
Is there any reason these files might not be able to be backed up?

I understand that you're backing up files & folders nd system state backup. System state backup isn't working s expected. Could you please let us know what azure backup solution are you using for your requirement?

I'm using the Azure Backup Agent installed on the server. It is a SQL server on a VM, but it's not running on an Azure VM and to my understanding the setup wouldn't need to be any different than any other Windows server, but I may be mistaken.

Can you perform System state backup from the native windows utility and check if that works?
