Regarding vm size

Can I create VM with 1 cpu & 1 gb ram? If I create VM with this size , what kind of issues should I face? I will be able to backup&restore the VM?

    You can use a vm with this size and you will have no problem running backup

    You can deploy a Virtual Machine with only one vCPU and 1 GB RAM.

    And as Martins already stated, "Yes," that machine can also be backup normally with, e.g., Azure Backup.

    If you might face any issues? Might depend on what you wanna do with that machine... you can use it as a normal desktop or a server, but don't expect too much performance.
    As an Admin jump host, it might be an "okayish" solution...
