In this way, users in group2 will could access users in group1 calendar with "AvailabilityOnly" permission. You could add permission for other users in the same way.

I have been looking at this problem for weeks trying to come up with a solution and I'm hoping I'm missing something simple and someone here can help me. I have an Organization with 4 Different departments. I have the departments set up as a Dynamic Group based on which department the employee is in on Azure AD. They show the membership correctly and those members do see the shared calendar of their respective groups. However, I want each department to be able to see the other departments' "Out of Office/Meetings" as a view only calendar in their outlook web/client. Hopefully the image below will help in explaining what I'm wanting to do.
