Since the issue affects both Domain and Workgroup computers, it is hard to define what can be applying in these computers at the same time.
Some suggestions could be:
- Someone has enabled incorrectly AppLocker. Please check https://learn.microsoft.com/en-us/windows/security/threat-protection/windows-defender-application-control/applocker/delete-an-applocker-rule
- There is some GPO applying to this computers that will establish some firewall rules. Run "GPRESULT /H output.html" and in the Output file check the applied policies and what settings are in GPEDIT.
On th other hand, if this was isolated computers, you can try the next:

- Disable Windows Firewall
