Installing 2019 Devloper Edition but no Database Engine Feature is shown

First used command line with 'Features="SQLENGINE,CONN" line. This succeeded installing everything but the Database Engine, including databases.
Running Setup.exe manually (as Administrator) fails to show Database Engine as an option.
I've installed Express Edition and upgraded to Developer as a workaround.
