I sincerely feel what you're going through. But if your mobile provider isn't able to route traffic to your app service endpoints or azure.microsoft.com, you'll need to contact them to get the support you need. I personally was able to access both of your sites and since you did mention your mobile provider by name, I'm not sure if you tried to connecting through a separate ISP.
If all other networks are able to access, I really don't know why Bouygues Telecom subscribers wouldn't be able to reach. Can you drop a network trace / .har file to see where the connection is timing out?
Also, can you access any other sites like microsoft.com or store.microsoft.com, etc.?
