Windows - Title bar and menu bar disappearing, multiple apps

For some reason on certain monitors my top menu bar on all of my programs disappears when I click the button to maximize the window to the full size of the monitor. I do not believe this is a corrupt file situation, as some other responses to similar questions indicate. I believe this is a specific issue with the windows not automatically recognizing the size of the monitor. When I use my monitor at home I have no problems. When I use my monitor at work I have this issue. When I use the monitor at a family member's house I have this issue as well. What can I do to resolve this?

Suggest you to run System File Checker scan:
- Search for 'command prompt' using Cortana or Windows Search.
- From results, right click on Command Prompt and select Run as administrator.
- Type sfc /scannow command and press Enter key.
- Let the command complete and then reboot the machine.

In this cases, there is a difference in resolution that can be adjusted in the Windows Display Settings:
- On Settings > Display, go to Screen resolution and select "Recommended" or the value below or above.
- Also select the option to Detect Monitor to rescan the device.
- Additionally from Device Manager, you can install or update the monitor driver to ensure that your computer has the las driver version to communicate correctly with that monitor.
