How do I add a SQL Server database as a linked service in Azure Data Factory?

I have tried using Connection String and entered the information and my login information but the error I get is:

Cannot connect to SQL Database: (server name), Database: (database name), User: (username). Check the linked service configuration is correct, and make sure the SQL Database firewall allows the integration runtime to access.

If the SQL Database firewall doesn't allow the integration runtime to access is there another way I can connect to the database as a linked service?
