Your best bet would be to reach out to the billing team. You have free billing support with your tenant. https://portal.azure.com/#blade/Microsoft_Azure_Support/HelpAndSupportBlade/newsupportrequest
If you are the only global admin on the account and are locked out, you will need to contact the Azure Data Protection team to get back in. They are a bit backed up right now and may take some time to reply, but you can reach their main line here: 866-807-5850
