What does it mean when another external app gets fullcontrol rights on my sharepoint?
what can the app do?

Maybe you allow the external app to access Fullcontrol on your SharePoint. Full Control enables users to have full control of the website (All permissions).

The external sharing features of Microsoft SharePoint let users in your organization share content with people outside the organization
(such as partners, vendors, clients, or customers).

May I know what do you mean by external app? For SharePoint, permissions are for users or groups, not for apps. Can a further description be given?
And for the "Full control" permission, it means– Users can perform any action in the site, including adding/deleting members and changing their access.

I would like to connect a software to sharepoint to read out contents. this software requires "FullControl" permissions?

What can this software do with these rights?
