Yes, it is possible;
With the subscription disabled, you cannot use the features, but you can export the data:

you need to go to your disk e select disk export:

Disk export is allowed only if the VM is freed or the disk is not connected, or if the disk is not in the ReadyToUpload or ActiveUpload state.

The data access authentication mode is not registered for the selected subscription.

If your subscription is in the Deleted state" and there is no way to recover any of the deleted data or view any resource usage. Because the subscription is in the Deleted state, deprovisioning has processed a permanent deletion of all copies of the data associated with the subscription . The moment this happened, the data became unrecoverable. Notification emails are sent prior to deletion to the account administrator associated with the account, for reference, see

In my example my msdn account ran out of credits, so the features were disabled.

And even so, I can download the information, in your case you can ask Microsoft support to enable you to download the data.
